Condition:
Looks like NOS as it has never been used. Age and moisture have left their calling cards however, in the form of some tarnish in the gold trim and, much more faintly, in the white. The marks in the gold look like oxidation of minerals used in the pigment, likely copper, as those spots appear green where they bleed onto the surrounding white.
